I had not seen this behavior before, but I learned that frequently Osprey will fly along the water's surface, periodically dragging their feet, presumably cleaning them off from the previous catch. (This image is a significant crop from the original - I was set with the 600L by itself, to have a wide enough view to capture Osprey returning to the nest we were relatively close to, when this one made several passes to clean its feet much farther away.)
